Set a flag in checkpoint to skip reading deleted pages (reverts a prior change)

      This ticket reverts a change from WT-8591, since that ticket has very likely caused a perf regression. See WT-8770 for more details.

      The plan is to use this ticket to revert the initial change. Then use WT-8770 for understanding why there is a perf change from the cleanup, and then re-do the cleanup if deemed useful.
