      WT-8695 returns EBUSY to all WT_SESSION methods requiring exclusive access to a handle, if the cache for the file is dirty, in order to prevent data consistency errors. This change won't be reversed, we have no plans to ever again make it possible for a method to checkpoint single files.

      This ticket is for follow-on work for WT-8695 and WT-7750.
