__wt_rec_time_window_clear_obsolete sets WT_CELL_UNPACK_TIME_WINDOW_CLEARED if it finds obsolete start times. Unfortunately, it does this even if the start times were already cleared. This in turn causes the row-store reconciliation code to repack cells it doesn't actually need to.
