We are in the process of adding support for timestamps with the WiredTiger truncate API in a way that adheres with visibility and recovery rules. That work is encapsulated in WT-8447 and WT-6676.

The change requires writing new content out to disk (i.e: it's a data format change), as such we prefer to roll out the ability to read the new data format in a MongoDB major release prior to ever creating content using the new format.

This ticket describes a mechanism for testing the ability to read (and rewrite) content in the new format using a release that doesn't create that content.
