Summary
If the system crashes while WT is processing a flush_tier command, we may be left with tiered tables that have switched to a new local file, but have not successfully copied the previous local file to object storage.  This ticket is to add functionality so that a subsequent flush_tier command will find and flush such left over files. 

This work will include testing to verify that the correct behavior happens.
