Make sure import in tiered storage only works with metadata_file config option

      Summary

      Import in tiered storage must fail if the metadata_file config option is not provided or if both metadata_file and file_metadata are provided.

      Acceptance Criteria (Definition of Done)

      Implement the checks described above and add tests.
