Summary
For our evergreen testing we want to be compiling with strict enabled for every test unless there is a good reason not to. There are a few missing flags in the  evergreen.yml file and this ticket would address this. 

Acceptance Criteria (Definition of Done)

Add 'DENABLE_STRICT=1' to the tests in evergreen.yml that are missing this flag. 
Run testing and fix any failures that result from this change.
