Change WT performance tests back to -O3 optimisation

      WT-9432 changed all evergreen tests to -O0 to -O1 to help with debugging, however performance tests should still run at -O3 so we track performance as seen in release mode.

      This ticket explicitly sets the perf testing task to the -O3 optimisation level.
