      Summary
      A few cosmetic changes were found that need to be addressed:

      1. Make sure s_all is happy with the changes in the PR. In particular, there's a concern about a comment "/* There's no out-of-band value for FLCS, use 0xff as the least likely to match any existing value." in "format.h:108".
      2. In "config.c:985": "on global basis" -> "on a global basis"
