See PM-2524 technical design doc. Revive testing of hook_tiered python tests and insert into Evergreen. Investigate adding more flush_tier calls, perhaps if a combination of a certain number of cursor insert and opens occurs. If needed, some tests can be filtered out. Probably depends on WT-7833 to get reliable runs.
