Disable stress testing in test_tiered08

      test_tiered08 includes stress testing runs concurrent flush, checkpoint, and insert operations. It is currently generating a bunch of failures in Evergreen testing – WT-9823, WT-9836, WT-9837.

      Disable test_tiered08 until we have addressed these problems.
