See PM-2524 technical design doc.  Modify timestamp_abort to use predictable replay of keys and predictable flush_tier calls.  When it is stable, add it as an evergreen job.  Spend time to make sure reusable parts are nicely packaged in test_util.  As part of a test, potentially introduce a temp bug and make sure it can be reproduced predictably.
