We discussed today at our meeting that it could be useful to have an implementation of tiered storage that does not have any backing storage at all. That is, a flush_tier would still create the local objects but they would not be copied to any backing store and would, effectively, have infinite local_retention.
This could be useful for migration to/from tiered storage for upgrade/downgrade and it is something we can implement and test immediately.
