Add contributors information to the WiredTiger repository

      As an open source project, WiredTiger should be more welcoming to external contributors, by giving some information about how to get started.

      We should add a reference to a "CONTRIBUTING" document to the main GitHub landing page README.

      The contributing page could follow the model of the equivalent MongoDB page. It could even reference the same wiki page, but it should add caveats about WiredTiger being a different project, with different coding standards.
