Switch toolchain to v4 for WT hang analyzer

      SERVER-62995 updates pretty printers to only work with the toolchain v4 GDB. The WT hang analyzer GDBDumper needs to be updated to use v4 (from v3) to work properly. 

      Please note WT hang analyzer is the only app in the wiredtiger repo that leverages the toolchain GDB currently.
