We run test-libmongoc.exe on Windows in Evergreen continuously, but we don't run test-libbson.exe.

(I unintentionally disabled libbson tests on Windows when I decided to consolidate our Evergreen projects into one. The unified libmongoc project on Evergreen does run libbson's tests on Unix with "make check", which runs both suites. But it only runs test-libmongoc.exe on Windows.)
