Implement embedded shell utility process

      Embedded shell already runs in a worker, but it still uses Node.js APIs and we want the renderer, workers included, to no longer use Node.js APIs. 

      • Move embedded shell to a utility process
      • Continue to run it in a worker
      • Support the meta operations like termination needed by the renderer
      • Pass through of data (ex. strings typed on the prompt)
