      Add the `enableConnectionFolders` feature flag and gate all folder UI behind it.

      • Define `enableConnectionFolders` in `FEATURE_FLAG_DEFINITIONS` (compass-preferences-model) with stage 'development'.
      • Gate folder UI behind it: folder create/rename/delete, "Move to...", the folder select in the connection form, and the visible-folders filter.
      • With the flag off, the sidebar behaves exactly as today.
