compass.mongodb.com download api no longer works (Breaks server MSI installation)

      As part of SERVER-30995 we needed a stable download URL that we could hit to get the latest compass distribution for a platform.

      Users have been reporting that the compass installation in the SERVER MSI is breaking the entire msi installation, this is because the Compass download URLs are returning a 404 which causes our install-compass scripts to break.
