Convertion from String to ISODate values are getting changed for date

      db version v4.0.0
      I used above version to test our analytics project and in Mongo db have multiple issues.

      1. Date values from String to ISODate datatype changes converting different values example. Date : 1995-01-01 after changing in ISODate thru Mongo shell command or Compass UI its coming 1994-12-31 16:00:00.000
      2. Other issue is Time base column have 12:00:00 this data and in String data type and if I convert timestamp then its coming only 0 (zero).

      Please see attached screen shot for above issues.

      I am in IBM analytics and certifying this database and having these issue. Help me out.
