Create a connect form typescript package in the Compass monorepo. This should have an electron testing env. This will, in future tickets, be integrated into `compass-connect`.

This will be a react components which takes in an existing connection (or empty connection) and, upon connecting, calls a function with the new connection. Ideally we should have nothing electron specific in the component and have environment dependent items passed as properties to the component.
