Add an indicator to the performance tab stating information on collections with queryable encryption is not available

      The top command is unable to retrieve information about certain collections (e.g. information regarding collections with queryable encryption is not available), resulting in incomplete data being displayed on the performance tab charts.

      These changes will impact the results of the `collStats` command and stage as well as the `currentOp` command and stage. We should ensure our usages of these stages and commands allow for missing/redacted information.

      We also will need to surface in Compass on the performance tab that information regarding collections with queryable encryption is not available as the information is redacted.
