In some rare cases that are hard to predict atlas clusters can get in a weird state where even though cluster looks like it's in a connectable state, it's actually missing deployment items preventing us from building required atlas metadata. For now we will make sure that clusters in unexpected state are filtered out and don't cause the cluster fetching to fail
