Determine C++ Driver version from examining the headers

      As MongoDB is a bit of a moving target as far as changes and enhancements to the server and drivers are concerned, it would be nice to be able to determine the version of the driver from the C++ Driver header files.

      This could thenbe used in build systems, so that build can fail elegantly at the configure stage instead of during build or even worse during runtime when database features are absent the an older driver version.
