Update Evergreen configuration for deprecated zSeries distros

      The BUILD team has announced the deprecation of most zSeries distros in Evergreen. Among the C++ driver tasks is included one which use the deprecated distro ubuntu1804-zseries-small (BUILD-12571). The announcement indicates that going forward there will be a zSeries distro based on RHEL8 which will be the only available zSeries distro in Evergreen.

      Once the RHEL8 distro is announced as available, the C++ driver Evergreen configuration needs to be updated to migrate the affected task to use the supported RHEL8 zSeries Evergreen distro. This last point is important to ensure that we do not completely lose build and test coverage on big endian architectures.
