This spec ticket covers the following:

1. Adding a prose description of when server opening, closing, description change and topology description change events should be sent as part of SDAM flow. (Currently the spec covers topology state transitions but does not specify when the events are to be sent. The order of some events is implicitly given by spec tests, but not all events.)

2. Adding spec tests for server closing events.

3. Adding spec tests for SDAM events over multiple phases.

In order to implement this ticket, the driver must have already implemented the spec runner changes described in https://jira.mongodb.org/browse/SPEC-1170.
