Remove duplication in mongodb download scripts

      Replace hard-coded download links in download-mongodb.sh with usage of mongodl.py.
      This requires adding capabilities to mongodl.py.
      We will also need a mongoshdl.py for the MongoDB Shell, since mongodl.py only handles legacy shell.
