      In INTPYTHON-598 we're creating the library.  This ticket tracks adding automated publishing. 

      Definition of done

       - Add release bot to the repo - in progress

       - Set up trusted publishing on TestPyPi and PyPI

      • Set up required GitHub environment
      • Create a PR with the release workflows
