Upgrade build dependencies

      So that we can compile and run with Java 14/15, upgrade the following build dependencies:

      1. Gradle to 6.6.1
      2. Spotbugs to 4.5.0
      3. Codenarc to 1.6.1
      4. Bnd to 5.1.2
      5. Scala to 2.12.12 and 2.13.3
