Remove CI testing on JDK 8

      Prior to bumping minimum supported JDK to 11, remove testing on JDK 8. Any required tasks that are current only running on JDK 8 should be bumped to JDK 11. For tasks that are being redundantly run on both JDK 8 and JDK 11 can just be removed.
