Produce .class files that target JDK 11 as minimum

      The driver build currently targets JDK 8 when producing .class files. Bump that up to JDK 11 as part of dropping support for JDK 8, 9, and 10.

      Ensure that the change applies to all supported languages: Java, Scala, Kotlin, Groovy
