In order to support a single static libmongocrypt library artifact, it is necessary to merge the kms-message repository into the libmongocrypt repository. The kms-message CMake project will become a sub-project of libmongocrypt (from a CMake perspective), but kms-message will continue to be separate buildable to support consumer projects that need to have it as an independent component.
