Scope
- Remove special handling of the "explain" command when using the mongo_crypt shared library.
Background
SERVER-66508 makes explain command handling consistent between crypt_shared and mongocryptd. Once it is backported to 6.0.0, it may be safe to remove libmongocrypt logic that handles the inconsistency.
