Investigate moving mongosh’s IBM CI workloads from physical IBM hosts to QEMU containers on more available machines. The current bottleneck is scheduling capacity rather than CPU execution time: s390x builds and e2e tasks spent approximately 3.5 hours waiting for a host to become available, delaying PR feedback and releases.

Existing physical IBM variants should remain for hardware-specific validations, validations QEMU vs native IBM runs, etc.
