      • Some work became blocked behind core->native merge.

      How we currently build commands could be dramatically improved. This will be a living ticket for aggregating ideas for how we can improve command construction.

      • Causal consistency is currently handled by adding to a readConcern here. This should be moved to a common point of command construction in mongodb-core instead.
