Create MockTopology for unit testing command construction

      Often times when we are using the mock server, we are simply checking that commands are properly constructed (f.ex NODE-1541). We can make these types of tests much easier by mocking out the underlaying Topology so make sure that commands are properly constructed before they are being sent to mongodb-core.
