Create withStubbedClient test helper

      Implement a withStubbedClient helper than is the equivalent of withMonitoredClient, but using stubs for Topology and Server classes.

       

      This will be helpful for writing unit tests (rather than functional tests) for things like command construction, which don't benefit from testing against a live server.
