With CDRIVER-1349, libbson and libmongoc will no longer support Autotools. Since PHP requires Autotools, we'll need to import their existing Autotools configurations and start maintaining them going forward if we wish to continue supporting building with bundled versions of libbson and libmongoc. This is not relevant for shared builds.
