Expose libmongoc service ID mocking via INI option

      mongodb/mongo-c-driver@932e7e4 for CDRIVER-4062 introduced a mongoc_global_mock_service_id global, which can be used to mock the service ID for load balancer testing. This will be needed to test load balancer support in PHPC and PHPLIB.

      For the benefit of PHPLIB, we can consider exposing this via an INI option (instead of something enabled at compile time by an undocumented build flag).
