Remove mongodb.mock_service_id INI option

      The mongodb.mock_service_id INI option should no longer be required since load balancer tests now use server version 5.2+ (PHPC-2047) and server 5.1+ is capable of returning a serviceId field in its hello response (SERVER-58502).

      Removing the INI option should not be considered a BC break since it serves no purpose for applications and was only used for internal testing.
