RHEL 7.0 and 7.1 builds fail due to incompatible pointer warnings

      RHEL 7.0 and 7.1 builds are failing due to incompatible pointer warnings, which are reported as errors thanks to mongodb-developer-flags using -Werror. We may be able to temporarily work around this by disabling developer flags for those builds; otherwise, we'll need to wait for an upstream fix (CDRIVER-4237).

      Interestingly, this was only introduced when upgrading to libmongoc 1.20.0 (PHPC-2011) and not the earlier bump to 1.20-dev for the new atomic APIs (PHPC-1997).
