Local Mongo Orchestration (and CI platforms) in the contributing docs states that a local Mongo Orchestration instance is required. This is not accurate, as any tests requiring MO will be skipped if a local instance is unavailable. We should revise this section and emphasize that only the MONGO_URI environment variable is actually required.
