Support options array in second parameter of Manager constructor

      The Manager constructor takes an options array as its second parameter, but this is not yet implemented.

      According to the upcoming connection string spec, it is suggested that these options have lower precedence than parameters in the URI; however, we're free to deviate from that. Like the 1.x driver, options specified in this array should supersede those in the connection URI.
