      Range V1 tests should be skipped on ext-mongodb 1.19+. As of PHPC-2398, ext-mongodb uses libmongoc 1.28, which enables libmongocrypt 1.10's support for range V2 and drops support for V1.

      This change need only be made to v1.19 (the current stable release branch). In the master branch for 1.20-dev, it will be addressed by syncing the spec tests to use range V2 (PHPLIB-1393).
