      The .evergreen/ocsp directory in PHPLIB is an older copy of drivers-evergreen-tools.

      PHPLIB-1613 introduced the tools repo as a submodule, but we left behind some copied artifacts in PHPLIB's .evergreen directory. In the case of OCSP utilities, this means that PHPLIB missed out on upstream updates (e.g. DRIVERS-3179). Determine if local artifacts are still necessary and migrate over to those in the submodule where possible.

      It looks like this was already done for PHPC in PHPC-2536.
