      MongoDB 4.2 introduces support for transactions on sharded clusters, so the logic for skipping transaction tests should be improved.

      Rather than complicate the server checking, we may want to simply attempt to start a basic transaction (provided we're dealing with a non-standalone with FCV 4.0+) and then decide to skip the test if a transaction cannot be successfully started.
