~~PHPLIB-869~~ introduces pipeline validation to the CreateCollection helper, which is based on existing code in Aggregate.

In 2628c09 for ~~PHPLIB-418~~, an is_pipeline function was added to validate pipelines for update commands; however, it has additional logic to reject empty pipeline arrays.

These three use cases should be consolidated to use a common helper function.
