Evergreen - Create a generic Evergreen toolchain for Unix

      In PYTHON-1199 we built a tool chain for Ubuntu 16.04. Sadly, there are only MongoDB 3.2+ enterprise builds for that OS. There are enterprise builds of >= MongoDB 2.4 for Amazon Linux and Ubuntu 12.04, allowing us to test the entire matrix on one OS. We should evergreenify the toolchain for Unix, so it can be built and tested automatically for all architectures and operating systems.
