Test with mod_wsgi 2.8

      In PYTHON-1240 we added support for testing with mod_wsgi 4.5 on Ubuntu 16.04. PyMongo's previous problems with mod_wsgi were specific to mod_wsgi < 3.0, so we should continue to test against mod_wsgi 2.8. Sadly, that requires Apache 2.2 which isn't available on Ubuntu 16.04.

      Once PYTHON-1226 is complete we can switch mod_wsgi testing to Amazon Linux or Ubuntu 12.04, which both provide Apache 2.2.
