Evergreen - Migrate Jenkins mod_wsgi tests

      We run some simple tests in Jenkins using mod_wsgi to ensure we never regress on PYTHON-353. Migrate those tests to Jenkins. We'll only do this for PyMongo master. We know the tests pass in v2.9, which is in maintenance mode.
